The forward from Liverpool scored early in the second half for his national team, led by Virgil van Dijk, with Ryan Gravenberch on the bench, in a 3-2 loss to Austria in Berlin.
The Dutch fell behind 1-0 due to a Donyell Malen own goal in the sixth minute, but Gakpo equalized with his second goal of the tournament. He received a pass on the left side of the penalty area, cut inside a defender, and confidently curled a shot into the far corner of the goal.
Austria took the lead again just before the hour mark when Romano Schmid headed in a cross via Stefan de Vrij.
The Netherlands leveled the score for the second time when Memphis Depay controlled a header and lifted the ball into the net.
However, Austria secured the victory with Marcel Sabitzer scoring from a tight angle, which gave his team first place in the group and pushed the Dutch into third.
In another match in the same group, Liverpool’s defender Ibrahima Konate was an unused substitute for France in their 1-1 draw with Poland in Dortmund, where Kylian Mbappe and Robert Lewandowski each scored penalties.
France finished second in the group and will face the runners-up of Group E on July 1.
As one of the best third-placed teams, the Netherlands now await the draw to determine their opponents in the Round of 16.
